A bill must pass both the House and the Senate before it goes to the Governor.
Committee review: a committee debates the bill and votes to advance it.
Debate and changes (Second Reading in the House, General Orders in the Senate): all members of the chamber can discuss and change the bill before a final vote.
Passage vote (Third Reading): the chamber votes it up or down.
Second chamber repeats the process: if it passes, the other chamber debates, amends, and votes on it too.
Reconciling differences: if the two chambers pass different versions, negotiators agree on one final version that both sides accept.
Governor's decision: sign it, veto it, or let it become law unsigned after 14 days; a veto can still be overridden by a two-thirds vote in both chambers.
Taking effect: most new laws do not start until 90 days after the legislative session ends, unless lawmakers vote to make it effective immediately.
